Telegram Messenger LLPは、ロシア連邦最大のSNSである「フコンタクテ（VK）」の創始者であるニコライ・ドゥーロフとパーヴェル・ドゥーロフ兄弟が2013年に立ち上げた組織である。ドゥーロフ兄弟は、「フコンタクテ（VK）」のCEOから追放された２０１４年以来、ロシアを去り、ベルリン、ロンドン、シンガポールなど、拠点を点々としてきたが、現在は、ドバイに拠点を置いている。
そんなTelegram Messenger LLPが運営しているインスタントメッセージアプリケーションが、Telegram Messenger（テレグラム）である。
日本でもっとも普及しているメッセージアプリといえば、LINE（ライン）であるが、テレグラムは、LINEと同分類となるメッセージアプリで、セキュリティと速度を強みとしている。そして、現在、テレグラムの総ユーザ数は、5億人を超えている。
そのTelegramは、戦時下のウクライナにおいて、政府が、国民に正確な情報や安全対策の発信、避難指示などを伝えるための情報インフラとして活躍している。ウクライナ政府は、ロシアの軍事侵攻前、テレグラムを使用し、「@COVID19_Ukraine」というアカウントで、新型コロナに関連するニュースを国民に向けて発信していたが、ロシア軍がウクライナの国境まで迫ってきたことを踏まえ、テレグラムのアカウント名を「@UkraineNOW」（ウクライナのいま）に変更し、国民に最新の社会政治のニュースを配信するようになった。

★現在、使用されているテレグラムアカウント

さっそく、Telegramアプリをダウンロードして、上記の情報を閲覧してみたが、チャットが分単位で更新されており、情報が実にリアルである。

そのテレグラムを使って、ウクライナのヘラシチェンコ内相顧問が、4月10日に配信していたエピソードが下記である。飼い主も飼い犬も気の毒すぎて、涙が止まらない。

ロシア軍が撤退したウクライナ北部キーウ州マカリウで、３月中旬、性暴力を受けその後殺害された女主（あるじ）の飼い犬である秋田犬が、主の死後１カ月近く、玄関にたたずみ続け、あるじの帰りを待っている。
秋田犬の名前はリ二、9歳の女の子である。飼い主亡き後、ボランティアがリ二を避難所に連れて行こうとしてもリ二は頑なに拒否。その姿が、東京の渋谷駅で飼い主の帰りを待ち続けた忠犬ハチ公を想像されることから、リニは、今、「マカリウのハチ公」と呼ばれている。
