ニューヨークとジャージーをつなぐホランドトンネルで、暴走車が産業廃棄物を満載したトラックに激突。トンネル内は炎に包まれる。偶然、現場に居合わせた、元のEMS（緊急医療班）隊長のキット・ラトゥーラ（シルベスター・スタローン）は、EMS隊隊長に、救助活動参加を願い出るが、拒否される。キットは、EMS隊に所属していた時期に死者を出していた。救助をあきらめきれないキットは、EMS指令室で救助活動許可を得て、出口両側が落盤したトンネル内に、海底トンネルの換気口から進入する。僅か数十秒しか止められない超大型の換気扇。一歩間違えれば、換気線の歯にこなごなにされてしまう・・・。かろうじて、トンネル内部に侵入したキット。しかし、トンネルは崩壊寸前。トンネル内に取り残された生存者と飼い犬1匹の運命は？？？最後の最後まであきらめずに極限まで力を尽くさないと、人を助けることもできないし、自分も助からない。それがこの映画の教訓だ。老夫婦の飼い犬であるジャーマン・ポインターのクーパーが、ストーリー展開の一翼を担っている。
In the Holland Tunnel connecting Newyork and Jersey, a runaway car crashes into a truck full of industrial waste. The inside of the tunnel is surrounded by flames. Former EMS (Emergency Medical Team) captain Kit Latura (Sylvester Stallone), who happened to be at the scene, asks the EMS captain to participate in rescue operations, but is refused. Kit was dead when he was in the EMS corps. Kits that cannot give up rescue enter the tunnel where both sides of the exit are cave-in through the ventilation port of the submarine tunnel with the permission of rescue operation in the EMS command room. A super-large ventilation fan that can be stopped for only a few tens of seconds. If you make a mistake, you will be messed up by the teeth of the ventilation line. A kit that barely invaded the inside of the tunnel. However, the tunnel is on the verge of collapse. What is the fate of the survivor and one dog left behind in the tunnel? ?? ?? If you don't give up until the very end and do your best to the limit, you can't help people, and you can't help yourself. That is the lesson of this movie. Cooper of German Pointer, the dog of the old couple, plays a part in the story development.
